I guess Len Cariou is supposed to be 96 or 98 yrs old minimum or Tom Selleck is playing a 65 year old

The actor is separate from the role. Actors often play characters who are older or young than them.

Selleck sells being at least 18 years younger, I agree.

they never say how old the character was when he became a father

Not to sound callous but if they put an actor in there who was the age Henry Reagan is supposed to be, they would be guaranteeing he would not be in the role very long.
