Because the film stays true to old norse fairytales, and in those the trolls didn't attack towns (probably because they originated and were told in a time when the bulk of the population lived in rural areas). Same for the sun thing.

I don't know about the sunlight thing, but the trolls can be viewed as a rudiment of the old Norse pre-christian religion. The
big troll in the end has direct references to Norse mythology.
