Did anyone else notice that the first zombie killed by Juan and Lazaro, when they're on the raft, is wearing a prison uniform from Guantanamo Base?

I noticed the prison uniform, but didn't realize it was from Guantanamo.
May be we can think that the writer's story is that the U.S. government was doing some kind of experiment with the inmates at the base, and it went out of control...
Just an hypothesis.
EDIT: In the 'Making-of-Featurete', the director confirms that the first zombie was from Guantanamo. Also, the number on his uniform is the director's birth date.
