Why's the campaign ongoing?


Two seasons in a row of a presidential campaign and I wonder if the fifth season will finally be its climax. The first two seasons were more contained in their arcs, with one Frank striving to become VP, second becoming President, and now the third and fourth are just him fighting to keep his presidency. I can see the campaign is what stirs up the dramatic conflict for his presidency and without it he'd just be busier with his policies domestically and internationally. At this point, I hope season 5 will be the finale of the campaign - or the finale of the entire series.

There's definitely more scenarios I can think of.

Nothing in Washington gets done, especially by Congress these days.

There is endless campaigning and fund raising. Representatives serve two year terms. Some have declined to run for another term because of this. They are brow beaten by party leaders to go across the street each week and spend about a couple of hours on the telephones begging for money from people wanting something in return. Even if they have a safe district, they are expected to raise cash for the party to squander. If they don't cooperate they can expect anything they want done to be quashed.

The House is in constant campaign mode. The Senate with six year terms have it somewhat easier.
