I thought Altair modified the hidden blade?

No, Ezio did. Actually, DaVinci did it for him.

From Altaiir's design, yes. Altaiir modified it long ago with poison darts and guns and all that as well as to do away with the finger cutting thing.

This movie is set around the same time as Ezio's rise, only in Spain instead of Italy and Constantinople.

Alright, I apologize in advance for the mini info-dump. :)

So, yes- in his Codex (which Ezio finds in Creed II), Altair writes about how he has modified the blade to no longer require the loss of a finger. Da Vinci decrypts the codex and simply repairs Ezio's father's broken blade to its original state (Giovanni Auditore used it with all fingers attached).

In the movie, the Spanish Assassins sever the finger as a symbol of dedication to the Creed- or, as Da Vinci put it, "the commitment of whoever wields it". Hence why Aguilar and co. all are able to use double hidden blades despite only severing the finger on one hand. It's no longer about function, but about dedication to the Creed.

This. Also, considering Callum can use Aguilar's blade with all his fingers intact, the cutting of the finger is definitely for ritual purpose instead of practical one.

Does this take place in the same "universe" as the games? The UBIverse?

It does take place in the same universe as the Assassin's Creed games. At one time, that universe included Watch Dogs and Far Cry as well, but some of Ubi's writers seem to be backtracking on that sadly.
