Did The Stasi Man Know?

(SPOILER ALERT) I believe that the Stasi man knew she had left the country and probably could have caught her if he wanted but didn't. He tells Andre "She's not coming back." with a very clear understanding that she sailed off. It was the Stasi man who wanted to get Andre to take Barbara bike riding by the sea route and certainly had a clear idea of her plans. A swarm of patrol boats and helicopters could have descended on the area in a matter of minutes if he had asked for them. Then she comes back! Her sacrifice is a true sacrifice of love, not a confusion of Western decadence and heady freedom in the West with her lover who tells her she won't have to work anymore. Great ending.
