So what is the injustice which has compelled him to do what he does in the film?

Apparently, there are de-facto legal loopholes where triabel law and federal law intersect. It is mentioned here: http://indiancountrytodaymedianetwork.com/2014/03/19/road-paloma-154088

But I assume there must be newspaper articles (like the ones mentioned by JM here) that should explain the political reality and legal fall-out better.

*Spoilers*

His mother is raped and beaten into a coma, and later dies. His father (a tribal police man) catches the guy, but the case has to be taken by federal court. But the federal court attorney doesn't bring the case to court, because it seems to minor, so the rapist walks. Wolf kills the guy and is on the run ever since...
