People were expecting something during the Super Bowl? It seems obvious that the trailer will be released during Star Wars Celebration in April, just like they did with The Last Jedi.

Seeing how the teaser has been completed since late November/early December folks were speculating that Lucas film might want to get a head start on marketing what is without doubt the most crucial installment in the franchise's history. Most feel that waiting until April is a show of a weakened position from Lucas film on the film's appeal. It's also speculated that Disney realizes episode nine is going to be a disaster and is trying to offset inevitable losses by skimping on marketing.
