That he saw his dad rape and kill her and planted her body on the train? Did the dad drug him or something?

Repressed memory? But yeah, weak plot device...

The memory of the train accident and Dad caused him to be distracted and caused the death of his daughter. I think it is this incident that causes him to block the memories.

Take it from me, repressed memory is a very real, strong, and not uncommon defense mechanism of the mind. Peter's occurred almost immediately, leading to his childhood pact with Barry not to reveal the "fact" that their bikes had caused the derailment. As Barry had run from the scene, Peter had to have told him that this was the cause. Evie's death triggered Peter's mind's manifesting clues, in the form of ghosts, which led him back to the truth. From a more esoteric perspective, it caused ghosts to appear to him to provide him with these clues.

I believe you about repressed memories, but all the events of this movie are too contrived for this to be a satisfying plot device. Quite a coincidence that the boys were present the night the sheriff was in that very spot raping his kidnap victim, and that they'd taken an action that led them believe they'd caused the crash. Then, the protagonist remembered one detail at a time, in the right order and pacing for the reveals to be made to a movie audience--and the police officer came to all the right conclusions herself following that same order and pacing.

Plus, I think the ghosts were real, not just a manifestation caused by his psychological trauma.

yeah i didn't think the repressed memory bit was that far fetched, it must've been quite a shock to see what his father did causing him to block it out completely

Agreed. That and not rembering the date of the train wreck being the date the ghost girl wrote down equally ridonculous.
