Name of actor who played "suicide by police squad" guy

The guy who Malvo taped to the exercise bike pointing a gun at the door, so the polivce would shoot him:

I was convinced he was the same actor who played the guy who had too much plastic surgery in Desperate Housewives. (the makeup team taped his skin up and plonked a wig on him!)

Anyone know the actor's name please? I don't know the character's name to find out.

His name is Glenn Howerton. He's also on the FX show It's Always Sunny in Philadelphia
