Because is implanted quite superficial and it's in an area that's not easy to access. Plus: there is more softe tissue in that area than in other parts of the spine.

It's not in the butt - it's at the base of the spinal cord.

Which is far from brain where it needs to affect.

I guess the location was only to enable easy removal without surgical equipment and expertise.
