A thought about the perfect Super Villiains

The first law of Super Villians, the Villain must be the opposite of the Hero. Captain Man is a joker and a bit scatterbrained , so the perfect Villain for him is someone who is super serious as well as super focused . The Villain should have his own sidekick, so Henry can deal with the sidekick while Captain deals with the main foe.
The show shouldn't have too many villain, a new Villain every week can get tedious, One Major Villain, a Doctor Doom type will suffice most of the time.
Shows can also deal with Henry's training.
And of course we have to have the young female Villain who goes on to become Henrys girlfriend or some romantic triangle that follows from that.
