Prententious amateur rubbish....
From both the filmmaker and the award shows that praised it. Putting everything out of focus was due to it's poor budget and director, not for artistic purposes.
It reminds me of "Come and See" where they have the actors make stupid faces in a close-up to show emotion like in a silent movie from about eight decades before and pretend like this is good filmmaking.
