People would have to find them. IN the early days, desperate people probably got their refills "just in case." Then you probably had druggies looting the drug stores early on - as well as opportunistic people who steal non-addictive things, like diabetes meds and antibiotics, to sell/trade. So I doubt there are many businesses still sitting fully stocked with drugs - except maybe for over the counter or meds that are for rarer issues.
shareStores would be cleared out fairly soon, depending on how quick the people stopped being people. But the hospitals, military bases, the distribution centers/warehouse would be well stocked as protected until till was all over I would think.

Maybe, but....
1) Those places are likely overrun with zombies.
2) It's a few years into the apocalypse, so supplies are being used up...
3) ... assuming they're still good (some drugs will expire, others go stale, a few would still function).
4) I'm pretty sure in the early episodes Doc has been making drugs to use in trade.
5) New drug manufacture, unique to setting, is also a thing (e.g. Z Weed).
