So basically a Babadook rehash with different sets?

Sounds like exactly what Babadook was getting at. Symbolic of a mother daughter relationship but no real threat.

Might not be a real threat in terms of a tangible monster, but they were both metaphors for the threat mother's illnesses posed on their children; mental illness in the Babadook and alcoholism in the Monster.
