Why less episodes than s1?


Was it due to budget or low ratings?

Rachel's explanation is that it was just too hard to create enough musical material for 18 episodes a year. The end of season 1 suffered from this. (which I am sure is true) But, you can also be sure that the bad ratings are reducing the amount of money the network is willing to invest per year.

I'm almost certain it's because it's their lowest rated show. It's possible that Rachel and the other producers wanted 13, but I find it highly unlikely that the CW would have allowed more than that.
