I don't know where you live, but out where I used to live there were some rural police who could look . . . pretty rough when they weren't in uniform. During emergencies (like car accidents or trees downed on our back roads) I would often see off-duty police or firefighters show up in their civilian clothing.
And psychologically, once someone identifies themselves as an authority it is hard for a lot of people to get their head around the fact that the person isn't who they are claiming to be. We can't have it both ways as a society. We can't demand that people never run from police, always follow police directions, etc and then turn around and say that people should punch someone in the face if they suspect they aren't really police. The killer anticipates the question by claiming that his gun and badge were stolen. And by acting suspicious of the boyfriend in the beginning, the killer makes the boyfriend think more about his own innocence than questioning the killer. It's frustrating to watch, but it makes sense to me.
