Why not give the inmates guns to protect themselves?

Or if that is too "out there" why not tasers or pepper spray?

Why not? My last two suggestions are non lethal.

What about shotguns with non lethal bean bag ammo?

Or at least let them keep their shanks that they worked so hard on making.

Exactly. Encouraging a good work ethic will help them adapt to life after prison.
