I think the reason why this movie is a reboot and not a sequel is because:
James Gunn doesn't like or hates the first film.
It's because the first film wasn't received how they wanted. That's why they wanted to do a turn around in style with the follow up. They wanted Suicide Squad to be their Guardians of the Galaxy anyway, so they went after Gunn for the sequel as soon as trouble started brewing between him and Marvel. Not to say Gunn's clout wouldn't allow him to do whatever he wanted with the movie anyway, but there's more to it than that.
