The film is about a fibre optic cable that could shave 1milisecond off the time it takes for information to travel, and therefore improve trading. It's too long since I saw it, so I can't actually remember if hummingbirds are mentioned in the film at all, but the title refers to the speed at which the bird's wings flap.

Yes, Anton mentions to the waitress (I believe) that said he was a spy, that 1 millisecond is the equivalent of a hummingbird wing flap.

Anton explains it in the movie. The cable would deliver data "at the speed of a single hummingbird wing flap."
