Robert Rodriguez was right when he gave a talk at a college one time, saying that a lot of Hollywood's $100 million dollar films leave the audience going "Where's the rest of the film?".

I haven't even seen this movie but I'm guessing the sets seem kind of constrained, the cast is small, the locations are gorgeous but limited, and the action is filled with stuntmen and CGI with little in the way of anything feeling grounded or as if the scope of the film's immersion is as big as its budget?

Yeah that's what I'm guessing, too. In fact that was kind of what it was for Uwe Boll, who was getting kickbacks via tax breaks for his horrible films:
