The 911 call did go through.
At the beginning when we see the scene of Marta giving Harlan the meds and she calls 911 after not being able to find the emergency shot to save his life, you can hear it ring before Harlin hangs up the old fashioned phone. I discussed it with someone on here in a topic a while back but I can't find it. The 911 call is never brought up though.
