Power levels too inconsistent
It's like every main and side character can catch a shield and every non-super soldier can take on super soldiers... -_- Bucky seems even weaker now even though he's got the Vibranium upgrade.
What the hell the hell is the point of that MacGuffin serum when US Agent wasn't or possibly used it? Walker pockets the last one and that's the end of that. Whole thing was confusing.
This was the weakest of the Phase 4 franchise so far other than the CGI fights involving CGI itself (Falcon's wings and red wing helper).
