One of my favorites is Negan from " the walking dead".

Roy Batty in Blade Runner
Hannibal Lecter in Silence of the Lambs (but not in Hannibal)
Jareth in Labyrinth
Valentine in Kingsmen: The Secret Service
Boris Grishenko in GoldenEye
Jerry in Fargo

And if you consider Eli a bad guy in Let The Right One In, her too.

Movie - Batman Returns (1992). Penguin, Cat Woman, even Max Shreck - love em all. Not that I don't like the hero, but I just happen to love the villains in this.

TV - Heroes. Sylar. Just a great villain for the most part.
