Why Do Some Directors Allow Actors to Do Terrible Accents?

Some examples: DiCaprio in "Gangs of New York", Cheadle in "Oceans 11", Norton in "The Illusionist." All these accents were so ridiculously bad they take away from good films.

Surely the directors can hear how badly they sound on set?

I read this in Ogre's voice. Made me laugh.

Cheadle said he was hired very shortly before filming began so he didn't have enough time to prepare...so he says anyway.

Lennie James would've been perfect. Not sure why they didn't just cast him instead.
