From what I read that under The Dalai Lama Tibetan Buddhism was the only religion allowed, that still holds true today in the territories he controls. I remember reading it years back that there were religious revolts in the territories he controls, which were met with Indian armed forces he called upon. Later he explained to the press it was because Tibetan Buddhism was special, he was preserving the culture.
From what I understand before Dalai Lama left Tibet 97% of Tibetan people were virtual slaves of the temples, the other 3% were monks.
Of course he wants to go back and do that all again, but I don't think anyone in Tibet wants him. Well, maybe the Tibetan monks.
