A person has to be registered with a party to vote in a partisan primary election.

So unless a large amount of democrats or independents registered as GOP, it seems that a sizable number of Maryland GOP residents are rejecting Trump. This does not mean they will reject him in November though.

"Generally, you must be registered with either the Democratic or Republican Party to vote in the primary election. If there are non-partisan offices that are elected in a primary election (i.e., school board), any voter can vote for these offices."

Are those votes from the OP from an open or closed primary?
If closed, than those are old votes. If open, than Democrat voters can vote for a Republican candidate.

Haley got 20% of the vote in yesterday's closed Maryland primary, which means 1 out of every 5 registered republicans voted for her...

Those were early votes, which means that some Democrats were also able to vote for a Republican candidate.
