Yes. They are shown holding hands at one point, which in a British film is meant to be a bit of an indicator i think. if it were an Italian film it would be different, Italian men are much more tactile with each other, when i went to Rome with a friend in 1982 we saw lots of men walking round arm in arm, and thought they must all be gay, but subsequently discovered that they weren't.

The part where they were incredibly, obviously gay throughout the entire movie is what gave it away for me.

And for those who refuse to believe the evidence of their own eyes, watch the making of film on the collector's dvd where Bruce Glover (Mr Wint) discusses his approach to playing a character that the audience KNOWS is gay.
