Why is the DVD double-sided?

I rented this from lovefilm and the dvd seems to be double-sided. I loaded up both sides, but the menu looks exactly the same either way. Anyone know what this is all about??

Movies that take place in Turkey must get released on dual sides for DVD. Turkish law
