How was Grover a bully?

He was a foot shorter than Scut, and shorter than the kids he bullied. In reality, he would have been picked on himself for being so short!

reply

He benefitted from being Scud’s friend so the kids were afraid of him by proxy. We do see at least one moment of Scud bullying him so it probably was a very lopsided relationship.

reply

his newsboy cool hat probably made him the cooler one in the summer for bullying.

reply

Yes, but I’m all fairness,he punched Scut first, and after they exchanged a few “play” punches, Scut gave him a hard one.

reply

scut is a counter-puncher.

reply

Bullying has little to do with height. It has more to do with willingness to hit other people for no good reason.

reply

Grover was more of a toadie...

reply

He did try scaring off the kids in the first scene when he exclaims "alright, who's next"

You're right that he wasn't nearly as bad as Scut.
