Why does he always have that match in his mouth?

And only uses it once against the villains but otherwise has it constantly stuck between his teeth and keeping a match in his mouth even in many confrontational action scenes? What if he were to choke or swallow it?

Yea but what about the higher ups within the police dept? It was all white men? Would have been nice to see some of Cobra's superiors to be either a person of color or a female

Could be he's a former smoker. That's an old trick to deceive the reflexes. It's the reason that Telly Savalas always had a lollipop in his mouth when they filmed Kojak.
