Kersey's voice cracks high pitched when he says that line, like a 13 year old whose voice is changing. He's overwhelmed with excitement at the prospect getting a blank check to arm himself to the teeth.
When Kersey puts the weapons guy's phone number in his pocket, he has a look on his face like he's silently nutting in his pants.
I think the reason for this was it was supposed to be Nathan White he was speaking to. A respectable news paper owner who has ties with illegal high grade weapons.
Kersey did not want a hand gun here. He wanted Assault Rifles with Grenade Launchers attached to them and all sorts of stuff only serious drug dealers could get their hands on.
You'd think its funny Kersey never guessed something was wrong when he got the type of weaponry he did from 'Nathan White'.
