Because CGI wasn't perfected yet. It was about at the level of The Last Starfighter (1984) which was extremely expensive.

Terminator 2 (1992) and Jurassic Park (1993) were the first to really use this technology to full effect.

This is obviously why most of the superhero movies in the 1980's were so poor, just try watching The Punisher (1989).
