But the USA is far more Sneaky and corrupt.
It's been a while since I saw this, but if I remember, it was Donald Sutherland's character who wanted to protect his "weapon" so much. Dustin Hoffman's character was able to persuade the crew of a plane that was about to drop a bomb on a town to dump the bomb in the ocean instead, and Sutherland was arrested by the end of the movie. The idea that the whole U.S. government is willing to sacrific an American town isn't there.
