I don't recall the scene that well, but maybe the doors opened in and in the panic than ensued, people were trying to force the doors out?

I think the guards were panicked as well and didn't think to let the people out. Plus it makes the scene much more dramatic. But, yeah once the people go to the door, the warden (in real life) probably would have said get these people out of here now.
