Did River and Simon's parents know what was happening to River at the academy? Their brushing off of Simon's concerns seemed to hint of a little desperation, like "stop talking about this!"
Or had they just been true believers, drunk on Alliance koolaid, not thinking the government would do anything like this to kids.
