I was underwhelmed by the great reveal in the end, and what the hell was that giant facility that blew up? Was that suppose to be a hotel or a water processing plant? I couldn't tell. Either way, I only watched it once at the theater and never again. It didn't impress me all that much.

The "illuminatti" guys were the people from the Quantum organization. They were not just hoarding water, it was an example of how a group like that gains power, keeps the power and does not get caught at doing it.

"ESO Hotel at Cerro Paranal (or Residencia) is the accommodation for Paranal Observatory in Chile since 2002. It is mainly used for the ESO (European Southern Observatory) scientists and engineers who work there on a roster system. It has been called a "boarding house on Mars", because the desert surroundings are Mars-like, and an "Oasis for astronomers". It is not a commercial hotel, and the public cannot book rooms."

It is located 2,400 meters (7,900 ft) above sea level and there are views across the desert to the Pacific Ocean from each of the 120 rooms and also from the dining room veranda.

To me this is the second worst one (Diamonds Are Forever being the worst). I found it underwhelming and flat out boring. Plus there were so many things that just didn't make sense (why extort money out of Bolivia? They don't have any money?), why is there a luxurious hotel in the middle of the desert? (there's no one there)

Why extort money out of Bolivia?
Because that is how Quantum gets money and more importantly POWER. They do not steel a couple of nuclear weapons and blackmail the world they do it realistically. I think that was one of the things that made this film great.

As I responded to BourbonKing that hotel is actually near an Observatory and the hotel is there for the people that use the observatory. It is not open to the public. Film wise it would make sense that Quantum would have an out of the way place that is luxurious where they can conduct business.

I agree. It was better paced than Casino Royale, and a nice follow-up to, and improvement on, a good, but uneven film. I also agree that Camille Montes is probably the best Bond Girl of all time.
