Skyler is at least 11 years younger than Walt as she tells Marie she's not looking forward to turning 40 after Walt's 50th birthday. The story of them meeting was that Walt would visit the restaurant Skyler worked at after class and thats how they started dating. So unless Walt was in college for 10 years, doesn't that mean Skyler was underage when they started dating? Not by much but still.

Now, the timeline on their courtship before marriage isn't very clear but it seems to have not been very long, so no, I don't think she was underage when they met.
