What is with the guy with the long blonde hair????

There is a guy with long blonde hair, shown a few times during the movie as a fan and autograph seeker. Towards the end of the movie, he is seen getting an autograph from Whitney then going to a trash can and throwing out the notebook that she signed and him taking out what appears to be a credit card from the book. His appearance in this film was never explained. What was that all about?

They didn’t explain this or hint at this well enough in the film.

The first time he showed up, it wasn't that obvious (to me, at least), the 2nd done was done much obvious that he was her drug dealer.
