Where did these giant floppy double-tentacles from the head come from anyway?

I don't even know what to call them, but I think the first time I saw that was on one of the original Star Wars movies where a girl dancing character had them.

Does anyone know if there was an earlier movie or TV show that had this?

We’re there any Togrutas in the Original Trilogy or just the Prequels?
