It did seam like he had a deal...

...when Hardy said to BLINK if he agreed. LDC did more than blink - he held his eyes shut for 2 seconds. This seems like a resounding affirmative. I know he had to blink eventually, but he seemed to overtly do it - to agree.
Of course Hardy killing Hawk, undid any agreement.

That's one of the cool debates about this film. I landed on LDC blinking deliberately to save his son but some people say TH goaded him by continuing to ask until LDC naturally had to blink. So I agree, they did have a deal. TH didn't appear to try and explain the deal to Hawk before killing him. Deal or no, killing LDC's son made it moot.

Is this question a joke? Fitzgerald knew that all humans have to eventually blink to wet their eyes, so asking Glass to blink to confirm was just a way for Fitzgerald to get his way if he kept waiting and asking long enough. Obviously, Glass knew this, so because he needed to blink eventually (after staring back at Fitzgerald for a long time to express his disgust), he finally closed his eyes for an extended period of time, which is not blinking; it's closing his eyes. If Fitzgerald meant this 'deal' in any kind of sincere way, he would have asked Glass to blink twice, or three times, obviously.
