Where are they?

Have they said what city/state the self sustaining building is in? (on the show, not in real life).

I think the characters are still in northern California (a little ways north of San Francisco, is my best guess) -- the building looks like something out of Silicon Valley. 

I thought when watching last episode, I hope Tandy and Lewis actually know where their new home is otherwise leaving those notes wouldn't do much good.

Exactly.  I suppose they may have figured out where they were and managed to find the specific address for the place, but it's just not mentioned outright in the dialogue or read aloud from the notes they left.

Silicon Valley is south of San Francisco.

The police car that Tandy & Lewis drove to Seattle was from San Jose, so Silicon Valley works.

They mention Saratoga and Milpitas being nearby so somewhere in Silicon Valley seems likely.
