This is easy to explain. Captain Marvel was "brigaded" by a certain group of angry users. Notice the audience number is higher for this film than the average comic book movie, far higher than the Top-Grossing movie of all time (pre-inflation adjustment) Avengers: Endgame, higher than Transformers. Captain Marvel, a rather simple and innocuous debut film, suddenly has more votes than famous franchises and all-time box office champs. It's not that hard to figure out why.
Captain Marvel was the film that forced RT to change their rules earlier this year due to flood of fake review scores from people who haven't seen the movie, but wanted to use the User Score to make a statement.
Then in May 2019, RT introduced a Verified System, meaning only people who have bought tickets through Fandango, etc can vote.

So Captain Marvel and The Dark Knight have both forced RT to modify their system due to raging agenda boys. Perhaps Captain Marvel and Batman should team up in a crossover.
