You pretty much have it right. The Tatum character was extremely clever by appearing to give back all the stolen money (the money the brothers took out and put in the truck). This not only made everyone think there was no money, thus sealing lips, but it gave the raceway a way out as well. There was a brief scene where due to the mad rush of cash sales a manager said they would add it up later. So the raceway didn't actually know how much money was stolen. He also had the foresight to predict that the type of bomb used would produce smoke, despite having no apparent knowledge of bombs, and set up the smoker guy to precisely fool the security as shown. The movie doesn't explain what his relationship was (work friend maybe). As for the phone, he intentionally stopped paying his bill, correctly predicting that the FBI would have the phone company keep it active in order to gather evidence on him (as he would be a natural suspect, being a fired employee). When the FBI ended their investigation after 6 months, they finally turned off the phone, thus letting him know the investigation was over. I'm not sure what the point of the salon scene was. I think you might be right that it was just to trick the audience. To have the foresight to predict all this would be incredible genius.... fun writing, but not exactly believable.
