A lot of truly sorry rappers have been mentioned here. I won't retread, but I must say that Bushwick Bill from the Geto Boys has got to be the worst rapper that ever made a popular record. There's this punk ass little dickhead from Canada who evidently has some kind of little following, that is truly the worst rapper God ever created. I can't even say his name. I refuse. Trust me, you don't want to know. It's so, so ugly.
Oh, and people who get on boards discussing rappers to say "Rap Sucks!" are just *beep* morons.
And you don't have to like Eminem, but you just can't say he's not good. That's the one thing he's pretty much impervious to. Ask any talented rapper, and whether they like him or hate him, they'll have to admit his skill is obvious.
Puff is the worst rapper ever to receive the (mostly) full support and endorsement of the hiphop community at large. Why somebody doesn't just suddenly say, "Wait a minute- this guy hasn't got a creative *beep* bone in his body!" is utterly beyond me.

Vanilla Ice was a horrible rapper with his one hit. ANd then he ended his career with ninja rap from the 2nd teenage mutant ninja turtles movie.

Eminems style is strong, whether you like what he says or not. He dicks on a lot on conventional rap wank. I personally don't enjoy most of it but it pushes prose boundaries without doubt. His flow is unique, which speaks for itself.
